Each of these 40 rows was verified against three Apple endpoints: the storefront ID returns suggestions, search returns results in that country, and Apple accepts the language code. Two storefronts that failed were dropped rather than listed.
Default is not the only language. Apple can index more than one language in a storefront; this list is the language each storefront's search reads by default. It answers “where does this text land”, not “which languages are indexed here”.
